About
A weathered outlaw in a patched cloak braced behind a heavy crossbow, a bandolier of iron quarrels across the chest and a spyglass looted from some dead surveyor at the hip. It picks marks from cover long before they know the toll is due.
Every bandit camp in the Marches keeps a few slingers on the high ground — the ones patient enough to wait out a caravan and mean enough to drop the guard first. They call the first quarrel the "toll notice," and travelers who keep walking after it rarely hear the second.
